DEMOCRACY AND GOVERNANCE USAID - CEAMSO

PROGRAM DIRECTOR (chief of party)

This position requires a professional who will permanently reside in Asuncion, Paraguay to facilitate close coordination with USAID / Paraguay and other donors, to strengthen local capacity.

The objective of the USAID Democracy and Governance Program and implemented by CEAMSO is to improve the effectiveness of Paraguay’s government in developing its institutional capacity and management systems, as well as, strengthening transparency and accountability mechanisms. The goal is to establish a clear path to achieving greater institutional capacity to respond to the needs and demands of its citizens, building a solidified base for democracy and the rule of law.

TERMS OF REFERENCE

PROGRAM DIRECTOR (CHIEF OF PARTY-COP)

  1. DESCRIPTION:

Responsible for implementing and achieving all goals and objectives with excellence and in compliance with the measures envisaged in the Democracy and Governance Program. Provide a strategic vision and acquire the necessary funds for the counterpart to continue in the fulfillment of the four goals: 1.) Increased institutional capacity of select public institutions. 2.) Strengthened accountability and anti-corruption efforts in select public institutions. 3.) Advance the legal and policy framework for effective governance. 4.) Strengthen the institutional development of CEAMSO to sustain all projects and accomplishments that will allow the advancement of democracy and good governance for Paraguay in the future.

Supervisor : CEAMSO’s Executive Director

  1. RESPONSIBILITIES:
  2. Lead, manage, monitor and implement the four components of the Democracy and Governance Program.
  3. Ensure compliance with the administrative guidelines to guarantee proper use of resources.
  4. Recruit and supervise staff, evaluate the ongoing work performance, both technical and administrative, according to the policies established by CEAMSO and USAID.
  5. Coordinate policies, strategies and activities for the program’s implementation with Paraguayan authorities, NGOs, USAID or other donors.
  6. Monitor, establish corrective measures and evaluate the program’s progress.
  7. Plan, review and approve the work plan and annual budget to ensure compliance ensuring the relevance of the proposed actions to achieve the general and specific objectives of the program.
  8. Assist in the development, review and approval of monthly and quarterly reports on the program’s progress.
  9. Prepare and write the technical reports related to the implementation of the program for internal use of USAID and the government of Paraguay.
  10. Assume responsibility for the closing of the Project in 2018 in accordance with the policies of USAID and CEAMSO.
  11. Report to USAID and CEAMSO on the program’s implementation.
  12. Represent the program before Paraguay’s government authorities and USAID.
  13. Do on-site visits to the beneficiary organizations in order to monitor, evaluate and provide any recommendations.
  14. Organize and participate in the program’s activities such as workshops, seminars and any other events related to the project.
  15. Make statements to the press, in coordination with the Communications Coordinator for the program.
  16. Participate in meetings held by USAID and Paraguayan authorities.
  17. Represent CEAMSO and PDG, be an example in fulfilling the five CEAMSO values, which are: 1) Integrity; 2) Oriented towards quality results; 3) Respectful of partners and the institution; 4) Creativity and innovation; and 5) Public Service.
  18. Acquire matching funds from counterparts and other related programs to the four components in order to provide continuity for the program’s implementation.

•Manage the operational internal procedures and human, fiscal and financial resources with transparency to ensure a high level of efficiency and provide the basis for the excellent handling of the program.

  1. Commit to the program’s obligations by signing off on all sub-contracts and sub-grants during the program’s duration, as well as any contracts with consultants and any other mechanisms that enforce the program, sub-contracts and sub-grants.
  2. As the person who signs off, this position is responsible for authorizing payments and overseeing the bank account in local currency, necessary for the program’s implementation.
  3. Review, approve and sign off on the memoranda of understanding, agreements or any other documents that need to be signed off with Paraguayan authorities, NGO or other institutions involved in the program.
  4. QUALIFICATIONS:
  5. Master’s degree in public administration, government, law, public policy, finance, economics or political science.
  6. Must have at least 10 years of experience managing international programs or projects (please see description below) including: (1) direct supervision of personnel and contractors; (2) quality assessment of the personnel’s performance and results; (3) project management; and (4) implementation of democracy and governance programs.
  7. E xperience in public management, governmental transparency and accountability, legal and policy reforms, public participation and supervision, and project management is required.
  8. Ability to communicate in Spanish and English, both written and interpersonal. English (level 4/4).
  9. Proven experience in developing and communicating a vision among partners and a multidisciplinary team. Ability to foster interpersonal relationships, work in a team environment, be dynamic, proactive and empathetic.
  10. Represent the five values that structurally form part of CEAMSO which include: 1) Integrity; 2) Oriented towards quality results; 3) Respectful of partners and the institution; 4) Creativity and innovation; and 5) Public Service.

Individual three-year contract through the project end date, September 30, 2018.
